Julius B. Richmond,
Health Services: Past, Present, and Future
Julius B. Richmond, MD, is the John D. MacArthur
Professor of Health Policy Emeritus at Harvard University. Dr. Richmond
was a pioneer in the introduction of psychosocial development into
pediatric education, research, and services and served as the first
director of the national Head Start program. From 1977 to 1981,
he was Surgeon General and Assistant Secretary for Health of the
U.S. Department of Health and Human Services. His report, Healthy
People: The Surgeon General's Report on Health Promotion and
Disease Prevention established quantitative health goals for the
nation—a process that has been institutionalized by the U.S.
Public Health Service. His current interests are health policies,
particularly those on health promotion and disease prevention, and
the developmental antecedents of habituation from conceptual, methodological,
and public policy approaches.
