Maternal and Child Health Bureau Performance Measures

National performance measures were developed and approved by the Maternal and Child Health Bureau (MCHB) for annual reporting by all MCHB grantees. A Performance Measure describes a specific maternal and child health need that, when successfully addressed, can lead to better health outcomes.

As a condition of a Healthy Tomorrows Partnership for Children (HTPCP) grant, all HTPCP grantees are required to report on two national performance measures. The measures for HTPCP grantees are Performance Measure #7-Family Participation and Performance Measure #10-Cultural Competence. These measures require grantees to rate themselves on two scales that measure the project’s and sponsoring organization’s level of cultural competency and family participation. Grantees are also required to have a plan to address the performance measures as part of their projects.

Below outlines the goals of the performance measures. Successful applicants must set target objectives for each of the performance measures after receiving their award notification. Grantees must report on both performance measures annually, within 120 days after the close of each grant year, in HRSA’s Electronic Handbook (EHBs). More information about performance measures can be found in the appendices of the program guidance, which is available during the annual grant cycle.

Goal 1: Provide National Leadership for MCHB (Promote family participation in care)
Level: Grantee
Category: Family Participation

The degree to which MCHB supported programs ensure family participation in program and policy activities.

#10 PERFORMANCE MEASURE
Goal 2: Eliminate Health Barriers & Disparities (Develop and promote health services and systems of care designed to eliminate disparities and barriers across MCH populations)
Level: Grantee
Category: Cultural Competence

The degree to which MCHB supported programs have incorporated cultural competence elements into their policies, guidelines, contracts and training.
