2000 CATCH Planning Funds Program
Call for Proposals
The CATCH Planning Funds program provides grants, in amounts
from $2,500 to $10,000, for pediatricians and pediatric residents to develop
innovative, community-based proposals to increase children?s access to health
care.
Program Goals
The planning process funded by the Community Access To Child Health (CATCH) Planning Funds program should lead to the development of successful CATCH programs that can be replicated in other communities. A CATCH program is a broad-based community partnership that increases children?s access to medical homes or to specific health services not otherwise available. Every CATCH program must be led by, facilitated by, or have the significant involvement of a pediatrician or pediatric resident.
The CATCH Planning Funds program is supported by an educational grant from Wyeth Lederle Vaccines and from contributions to the American Academy of Pediatrics (AAP) Friends of Children Fund.
Eligibility and Selection Criteria
All proposals are peer reviewed by the Chapter and District CATCH Facilitators. Applications must demonstrate the following prerequisites:
- Include planning activities only
- Are led by, facilitated by, or have the significant involvement of a pediatrician or pediatric resident
- Increase children?s access to a medical home or to specific health services not otherwise available
- Include plans for broad-based community partnerships
Priority will be given to proposals that:
- Promote medical homes for underserved children
- Demonstrate collaboration with State Child Health Insurance Programs and/or State Medicaid Programs
- Represent new initiatives within the community
- Are submitted by practicing community-based pediatricians or pediatric residents
- Are submitted by applicants who have not previously received a CATCH Planning Funds grant
The state AAP Chapter CATCH Facilitator must sign the application prior to
submission. CATCH Facilitators are pediatricians with a special interest in
community pediatrics and are valuable resources to help you with your proposal.
Resident applicants must name a program advisor, pediatric faculty attending, or precepting community pediatrician as a secondary contact. Pediatricians who submit proposals, but are not members of the Academy, must obtain the signature of the AAP Chapter President in their area. Only applicants from the United States and its territories will be accepted. It is recommended that all applicants share a copy of their application with the local AAP Chapter President.
Use of Grant Funds
Grant funds must be used for planning, not implementation. Planning activities may include needs assessments and community asset mapping, feasibility studies, community meetings, focus groups, and development of grant proposals. Each budget line item must include an expense justification and clearly support the project objectives outlined in the proposal.

Funds will be disbursed in two equal installments. Payments are made to one person and/or organization and must be supported by appropriate financial documentation.
Reporting Procedures
In addition to financial documentation, a final written report and report form are due 6 months after receipt of the initial installment. The final report must include all of the following:
- A document outlining the project
- Relevant news articles
- Summary of grant proposals for implementing the project
- Survey instruments (if appropriate)
- Community Activity Networking form
- Pediatric Interest Profile form
- Completed final report form
The information provided in your final report will be added to the national database of CATCH programs. Also, after the completion of your project, you may be asked to provide information for CATCH program evaluation purposes. This may include responding to surveys from the CATCH Program, serving as a case study, or participating in a national meeting.
Application Procedures
An application for funding must be submitted by the pediatrician who is initiating and coordinating the proposed CATCH planning project. A secondary contact (who may be a pediatrician or other child advocate) may also be named. Attachments are limited to four single-sided pages and may include, for example, letters of support, notes or agendas from previous community meetings, or flyers and brochures. Attachments may not be used to respond to questions within the application.
The application form is available from the CATCH Program and from the
CATCH Planning Funds Program page on the AAP Web site. All applicants are
required to complete the four-page application form. (The four-page application
form may be re-created on a computer provided that all questions are answered
and the total length is kept to four pages.)
Please submit the original and five copies of the proposal postmarked no later than Friday, July 28, 2000.
Preliminary notification of award recipients will be made no later than December 31, 2000.
The primary contact pediatrician will be notified of the award in writing.
Inquiries and Technical Assistance
The AAP Division of Community-based Initiatives administers the CATCH Planning Funds program. Technical assistance for applicants is available from CATCH staff and Chapter CATCH Facilitators. Technical assistance includes review of draft proposals, samples of previously funded applications, and a compendium of abstracts from previous recipients.
