Description of program/project

STAR Health is a specialized Medicaid Managed Care program for all children in foster care in the State of Texas.  It is managed by Superior HealthPlan, a Centene Company.  It includes initial telephonic health screenings, complex case management, service management (behavioral and physical that are integrated), and service coordination services (behavioral and physical that are integrated) including a web-based EHR.  It is a comphrehensive program that provides for medical, behavioral, vision, dental, and pharmacy services.  Other services include disease management, 24 hour nurse triage line, and a psychotropic medication review process.

Program/Project strengths

This program has resulted in more children receiving the right services, at the right time, and in the right location.  It has also resulted in more appropriate prescribing of psychotropic medications and increased availability of evidence based services such as trauma focused CBT.  The other strength is the establishment of regular face to face communication between Medicaid, child welfare, advocates, and judges.

Program/Project challenges

The biggest challenge has been and continues to be establishing the roles of all involved in the child welfare process when it comes to the well being of children in the system.
